This is a length of indigo dyed katazome cotton that is cut on one side of its center, the reason for this is that this is a length taken from a han juban or half-under kimono. The notched side is where the length would have been folded over the shoulder area.
The pattern is low contrast and unusual.
It shows a zigzag pattern over which is superimposed narrow stripes which creates a mist effect.
The zigzag pattern is actually shorthand for the traditional motif of arrow feather. Behind the vertical lines and the zigzags is a faint, repeat pattern of carnations, a flower not often seen in Japanese textile designs but one that appears from time to time.
Two patches equally distanced from the center notch anchor the length in symmetry.
